This is Lock. You can tell he has a paddle by the wake on the face of the wave (and by the huge board).

I think it's a surfer/bodysurfer/boogie-surfer that just duck dove.
But it could also be a huge turtle that did the same. At sunset at Hookipa it's always turtle party.
