Third day in a row of epic downwind conditions and tough job on these kids on the canoe at Kanaha. Today is the day of the Maui to Molokai race. Unfortunately the wind is predicted to be lighter than it's been, but the bumps should still be there. Like last year, I'm going to do it too, but just for fun and with no interest in how I place in the race. Of course, I will report with a video.

Subject Hookipa hours
Sirs:
I sincerely appreciate the time you have taken to reply to my concerns.
You say
There are park hours clearly established through law at all of our facilities, and those hours are our legal responsibility. The established hours for Hookipa Beach Park are 7:00am - 8:00pm.
The gates were built when Alan Arakawa was Mayor.
Prior to that time, Hookipa was open all the time.
After the gate was built the Parks Department regularly opened the gate at 5:30 am, this was the regular schedule. When the Parks Department briefly changed those hours and began opening the gate at a later time, I complained to Mayor Arakawa, and he met with the Parks Director, and directed that the gate was to be opened at 5:30. Thereafter, the gate was again opened at 5:30 am every day for many years (with occasional closings required for safety such a tidal waves).
Contrary to your assertion quoted above, there has never been any ordinance or regulation that legally changed those hours from 5:30 to 7 am. If notice had ever been given of such a proposed change, there are many of us who would have attended and objected.
Perhaps you could quote for me the ordinance or regulation upon which you rely for your statement, and explain to me its legislative history.
